
Nine points. Mechanical engineering degree from a Lahore university, four years at a Karachi manufacturing plant, IELTS 7.5, age twenty-eight. On paper, a clean approval.
Refused.
Not for points. His IELTS certificate was fourteen months old on the day the file went in.
German missions accept a language certificate only if the exam date falls inside the last twelve months. That rule sits on the German Federal Government’s own opportunity card Q&A page, and it is missing from almost every article currently ranking for germany opportunity card 2026. It is also the single cheapest reason to lose PKR 42 lakh of blocked money and four months of your life.
So before you calculate anything, go check the date on your IELTS or Goethe certificate. Then come back.
Quick Answer: €13,092 is the amount you must prove for a full 12-month Germany Opportunity Card in 2026, which works out to €1,091 net per month. The Chancenkarte also requires 6 points on the official scale, unless your qualification is already recognised in Germany, plus German A1 or English B2. The national visa fee is €75.

The €13,092 rule, and the official page that still says €1,027

Two German government websites currently disagree about how much money you need, and nobody writing about this seems to have noticed.
The Federal Government’s Make it in Germany portal states the 2026 figure plainly: a blocked account holding a minimum of €1,091 net per month, which is €13,092 across twelve months. That page was last updated 28 August 2026.
The German Consulate-General in Karachi’s own Opportunity Card page still says €1,027 per month, plus €500 held separately for a return ticket to Pakistan.
The €1,027 figure is stale — it tracks an older BAföG rate. But it is on an official Auswärtiges Amt domain, and Karachi applicants have been funding accounts to the lower number and then getting queried.
Fund to €13,092. If you are applying through Karachi, add the €500 return-ticket buffer on top, because that requirement is specific to that consulate and does not appear in the federal guidance at all.

Three ways to satisfy this, and most Pakistani applicants only know about one:
- Blocked account (Sperrkonto). The default route.
- A part-time job contract of 20 hours a week or less. If the net salary is at least €1,091 a month, that alone can cover it. Earn less and you top up the gap with a smaller blocked account. This is written into the federal Q&A and almost nobody uses it.
- Verpflichtungserklärung — a declaration of commitment signed by a relative or friend already living in Germany, filed in person at their local foreigners authority under Section 68 of the Residence Act.
If you cannot fund the whole twelve months, the mission can issue the card for a shorter period and you extend it inside Germany later, up to the 12-month ceiling.
Chancenkarte points: the official table, nothing invented

You only need points if your qualification is not fully recognised in Germany. If anabin already rates both your degree and your university positively, or the ZAB has issued you a full equivalence, you skip the points system entirely and you do not even need to prove language skills.
Everyone else needs six.

Two things the tables on other sites get wrong. English only scores if you are at C1 or above — B2 English gets you through the door as a baseline requirement but earns zero points. And German A1 also scores zero; points start at A2.
Every point you claim must be backed by a document at the appointment. Claiming three years of experience with a two-line employer letter that has no job description will not survive the desk officer.

Three worked examples

Sana, 26, BS Computer Science, Islamabad. Two years at a software house. Age under 35 (2) + English C1 (1) + two years’ experience (2) + shortage occupation, IT (1) = 6 points. She scrapes through on the minimum, with no German at all. Her risk is that every single point has to hold up. If the consulate decides her two years do not count as related to her degree, she is at four and refused.
Bilal, 33, DAE Electrical plus a 3-year diploma, Faisalabad. Six years in the field. Age under 35 (2) + five-plus years’ experience (3) + German A2 (1) = 6 points. But his baseline is the harder problem. A vocational qualification needs a positive Digitale Auskunft zur Berufsqualifikation from the ZAB, which costs €150 and is charged in full even when the answer comes back negative.
Ayesha, 37, MBBS, studied one semester in Germany on exchange in 2022. Age 35–39 (1) + English C1 (1) + partial recognition notice (4) + shortage occupation (1) + previous stay in Germany (1) = 8 points. Her exchange semester is worth a point, and she can prove it with old passport stamps. Medicine is regulated, so her partial recognition comes with compensatory measures attached — and that still counts for the full four points.
Documents: the checklist Karachi actually hands you

This is lifted from the official Opportunity Card checklist PDF published by the German missions in Pakistan. Originals plus one set of copies.

On the last one: travel insurance is not enough. Section 5 of the Residence Act requires cover that meets the German minimum benefit catalogue for the whole period the card is issued, and a 90-day Schengen travel policy does not do that for a 12-month card.
The HEC problem nobody has written about yet

That checklist is dated 10/2024 and it asks for HEC-attested degrees. Since 11 May 2026, HEC no longer stamps anything. The Degree Attestation System went fully digital and now issues a downloadable, online-verifiable e-Attestation Certificate instead of an ink stamp on your degree. The fee went from Rs 1,000 to Rs 3,000 per document, and both your degree and your transcript need it — Rs 6,000 minimum (HEC official page).
So you will walk into a German mission holding a printed QR-coded certificate to satisfy a checklist that expects a stamp. Bring both: the e-certificate printout and the verification URL open on your phone. If your degree was stamped under the old system before May 2026, that stamp is still valid and you do not need to redo it.
Applications filed under the old manual system had to be completed by 30 June 2026, so that door is now shut.
Applying from Pakistan, step by step

- Check anabin first. Free, takes ten minutes, and it decides everything downstream. Your university needs an H+ rating and your specific degree needs to appear separately. Both. An H+ university can award a programme that is not listed.
- If anabin is not clean, order the ZAB document. €208 for a Statement of Comparability on a university degree, €150 for the vocational DAB. Official processing is three months from the day your fee clears, and the clock does not start until then.
- Get the HEC e-attestation for your degree and transcript at eservices.hec.gov.pk.
- Sit your language exam if your certificate is over a year old, or if you are buying points with German.
- Open and fund the blocked account to €13,092.
- Apply through the Consular Services Portal at digital.diplo.de/chancenkarte. Both Islamabad and Karachi now run Opportunity Card applications through the portal — this is not a VFS category.
- Attend the appointment. Islamabad covers Islamabad Capital Territory, Punjab, KP, Gilgit-Baltistan and AJK. Karachi covers Sindh and Balochistan. The €75 fee is paid in cash at the counter, in PKR, at both missions.
- Land, then register. Anmeldung at the local office within two weeks of arriving.
One small thing that voids applications: the mission cannot print a visa into an unsigned passport. Pakistani passports are only valid with the holder’s signature or thumb impression. Check yours tonight.

Excluding the blocked account, budget roughly PKR 1.5–2.5 lakh in one-way costs before you ever see a decision. The visa fee is non-refundable on refusal.

Timelines, and why nobody can quote you one
The German missions in Pakistan publish this, word for word: all national visa processing times highly vary and depend on the reason for the stay and the quality of the application. There is no published number for a Chancenkarte decision from Islamabad or Karachi. Any blog quoting you “8–12 weeks from Pakistan” made it up.

Work backwards from the ZAB. If your anabin result is unclear, that three-month wait is the long pole in your tent, and it does not begin until your €208 lands.
The 40% rejection number is fiction
Search “chancenkarte rejection” and half the results tell you four in ten applications fail in 2026. Nobody sourcing that figure names an authority, because there isn’t one.
Here is what the actual data says. The DeZIM Institute’s policy brief Ein Jahr Chancenkarte, built on Auswärtiges Amt figures, found that by mid-May 2025 German missions had processed more than 12,000 Chancenkarte applications and issued more than 10,000 — a grant rate in the low-to-mid eighties. The European Commission separately records 17,489 opportunity cards issued between June 2024 and November 2025. Pakistan sits among the top source countries, behind India, China and Turkey.
Roughly five in six applications succeed. The ones that fail mostly fail on the boring things: a stale language certificate, an anabin result that only covers the university and not the degree, a blocked account funded to last year’s number, employer letters with no job description.
Mistakes and a few things worth knowing
Remonstration is gone. Until 30 June 2025 you could file a free objection against a refusal. From 1 July 2025 the Federal Foreign Office scrapped it indefinitely. A refusal now means reapplying from scratch with a new fee and a new appointment, or going to court in Germany. Every guide still telling you to “write a remonstration letter” is two years out of date. Native English speakers still need a certificate. The federal Q&A is explicit: even if English is your first language, you must present a certificate at B2 or above from an ALTE-certified body. IELTS and TOEFL qualify. Your English-medium Pakistani degree does not, by itself.
Your spouse cannot come along as a dependent. Because the card is temporary, there is no family reunification attached to it. Your wife or husband can only travel with you if they independently qualify for their own Chancenkarte. Once you convert to a work permit or Blue Card, normal family reunification opens up.
Trial work is unlimited in number, capped in length. Two weeks maximum per employer, but no cap on how many employers. Used properly, that is twenty-six trial placements in a year. Most people do none.
Subcontracted employment will not convert your card. When you find a job, the company you actually work at must be the party on your contract. A staffing agency lending you out will not get you a residence permit.
Ask your employer for the Erklärung zum Beschäftigungsverhältnis. This one-page Federal Employment Agency form lets you apply at the Ausländerbehörde before the contract is even countersigned. Most Pakistani applicants sit and wait for a signed contract while their card burns down. After you find the job

The Chancenkarte is a bridge, not a destination. Once you have a qualified offer you convert at the foreigners authority, and the number that matters becomes the salary threshold.
For 2026, the EU Blue Card requires €50,700 gross a year in standard occupations, or €45,934.20 for shortage occupations, recent graduates within three years of their degree, and IT specialists without a degree who have three-plus years of relevant experience. Both took effect 1 January 2026 and are pegged to the pension insurance ceiling.
Bonuses, commissions and allowances do not count toward it. Only guaranteed fixed gross salary.
If your job is qualified but you do not meet the conditions for any other permit, the card can instead be extended as a Folge-Chancenkarte for up to two more years.
If nothing lands in twelve months, you leave. There is no soft extension.
Frequently asked questions
Is the Germany job seeker visa the same thing as the Opportunity Card?
For non-EU applicants without a job offer, yes — the Chancenkarte replaced the old job seeker route in June 2024. The term “job seeker visa” now mainly describes the 18-month permit for graduates who studied in Germany, which allows unrestricted work. Pakistani applicants applying from Pakistan want the Opportunity Card under Section 20a.
Can I work full-time on the Opportunity Card?
No. The card permits part-time work totalling 20 hours a week across any number of jobs, in any sector including unskilled roles, plus trial placements of up to two weeks per employer. Full-time employment requires converting to a work permit or EU Blue Card at the foreigners authority once you have an offer.
Do I need German to get the Chancenkarte?
Not legally. English at B2 satisfies the baseline on its own if your qualification is not recognised, and no language proof at all is needed if it is fully recognised. German only becomes worth having for points: A2 earns 1, B1 earns 2, B2 or above earns 3. In practice, employers expect it.
How much money do I need in the blocked account for 2026?
€13,092 for a full twelve months, or €1,091 net per month. At roughly PKR 321 to the euro that is about PKR 42 lakh. Karachi applicants should add €500 in return-ticket funds per that consulate’s own guidance. A part-time job contract paying €1,091 net monthly can replace the blocked account entirely.
What happens if my Opportunity Card is refused?
You reapply. The Federal Foreign Office abolished the remonstration procedure on 1 July 2025, so there is no free objection route any more. A new application means a new €75 fee and a new appointment. The remaining alternative is legal action in a German administrative court, which is slow and costs far more than a corrected resubmission.
Does my Pakistani degree need HEC attestation for the Chancenkarte?
Yes. The German missions’ checklist requires both the degree and the final transcripts attested by the Higher Education Commission. Since 11 May 2026 this is a digital e-Attestation Certificate rather than a physical stamp, at Rs 3,000 per document. Stamps issued under the old system before that date remain valid.
Can I bring my family on the Opportunity Card?
Not through family reunification. Your spouse can only enter alongside you if they independently meet the Chancenkarte requirements and apply for their own card. Children may accompany you if you can prove you can cover their living costs. Full reunification rights open once you convert to a work permit or EU Blue Card.
How long is the Germany Opportunity Card valid?
Twelve months maximum on first issue. If you cannot prove funds for the full year, the mission may issue it for less and you extend inside Germany up to the 12-month cap. With a qualified job offer that cannot yet convert to another permit, a follow-up card of up to two additional years is possible.
