For a fresh application, the current HEC degree-attestation instructions take priority over an old walk-in video. The process now ends with a downloadable certificate. Photocopy attestation is no longer offered under the new system.

Supporting upload and paid attestation are different decisions. HEC’s older document checklist requires a transcript alongside a degree even when transcript attestation is not requested. Keep it ready, follow the live upload fields, and select paid attestation for the documents your recipient actually needs.

The documents that need a closer look
Your CNIC and academic names
Place the CNIC, degree and transcript side by side. Compare your name, father’s name and other shared identity details. Then check the online profile against the documents.
For example, your CNIC says “Muhammad Hamza,” but the transcript says “Mohammad Hamza.” Do not edit the scan to make the spellings match. Ask the university which record needs correction and what evidence it requires.
For marriage-related differences, HEC’s published document checklist mentions an old CNIC, Nikahnama or marriage certificate. These explain a change; they are not permission to leave an unresolved mismatch. Follow the specific request in your application.

Your transcript and the office that issued it
The logo at the top of a transcript does not settle everything. HEC’s document requirements address transcripts issued by departments, institutes and affiliated colleges: verification by the awarding university’s Controller of Examinations matters.
Ask the examinations office a precise question: “Is this transcript issued or verified by the university’s Controller of Examinations?” That is more useful than asking the college reception whether the paper is “official.”
Degree transcript attestation is also possible when the final degree has not been issued, subject to HEC’s conditions. An incomplete transcript must identify the studies as incomplete or in progress. Select the matching status in the application.
Matric, Intermediate and earlier qualifications
Keep your SSC, HSSC and earlier university records accessible. Older HEC guidance asks for the academic history from Matric onward. Complete the fields and supporting uploads requested in your live application.
However, school-certificate attestation belongs to IBCC. Do not turn “keep your previous academic records ready” into “every applicant must buy IBCC attestation before applying to HEC.” HEC’s current e-attestation instructions do not list IBCC attestation as a blanket prerequisite for every Pakistani university graduate.
If you studied O/A Levels or another foreign school system, keep your applicable equivalence records ready. Follow any case-specific request rather than uploading an unrelated university equivalence letter.
Special cases: professional, postgraduate and replacement documents
Some HEC document requirements depend on the qualification or its history. HEC also publishes specific postgraduate attestation requirements:
- Medical or nursing degree: prepare the relevant professional registration evidence, such as PMDC or PNMC documentation.
- MS/MPhil or equivalent: HEC requires its NOC for programmes launched after 7 November 2013. This concerns the programme’s launch, not simply your graduation date.
- PhD: check that your entry exists in the PhD Country Directory.
- Duplicate or revised document: HEC publishes a replacement-document form and affidavit guidance. Confirm the evidence needed for your digital case before commissioning paperwork.
- Foreign university qualification: use the HEC equivalence route where applicable. HEC does not attest the foreign degree itself through ordinary Pakistani degree attestation.
For a replacement, the HEC duplicate/revised-document form describes evidence explaining the replacement and a document marked duplicate or revised. It is a legacy form; do not read its physical-submission wording as the current standard process.
Apply online without leaving the file half-submitted

The practical order is preparation, submission, review and certificate collection. Keep your application reference in a note alongside the exact filenames you upload.
- Open HEC e-Services through the official instructions. Sign in to your account and choose Degree Attestation. Keep control of the account email and password.
- Complete the identity and qualification fields. Copy information from your records. Check the awarding university, campus and degree title rather than choosing the first similar dropdown entry.
- Select the documents you need attested. Keep the receiving institution’s checklist beside you. A transcript uploaded as evidence is not proof that transcript attestation has been purchased.
- Upload readable files. Check the live accepted format and size. Open each file after scanning; inspect names, seals, page edges and the last page of the transcript.
- Review, pay and verify payment. Select “Proceed for Payment” to generate the Consumer Number, pay through the supported online banking channel, then select “Verify Payment” in your HEC account. Retain the receipt and confirm the submitted status.
- Handle objections and collect the result. Review “Task Assigned to Me” or “Revision Requested” for any correction request. Upload the requested evidence and resubmit. After approval, download the certificate and save it beside the academic documents it covers.
Suppose your banking app says the transaction succeeded, but the application remains pending. Save the receipt and inspect the portal status before paying again. A second payment does not explain the first transaction.

HEC attestation fees: budget by document

HEC lists PKR 3,000 per document in its current instructions. A degree and its transcript count as separate documents.

Why do other pages show lower prices? HEC’s older service manual displays PKR 1,000 per original and PKR 700 per photocopy. Those figures belong to the older process; they conflict with the current page and should not be used to budget a fresh e-attestation application.
University corrections, replacement certificates, scans, translations and later legalisation can cost extra. There is no reliable single total for those services. Get a quote for the task you actually need.
How long will HEC attestation take?
An online application is not instant approval. HEC review and university verification are separate stages. HEC’s published e-attestation procedure does not specify a fixed total processing time.

The uncomfortable part: your admission deadline does not control the university’s verification queue. If documents are still pending, ask the receiving institution in writing whether it accepts proof of an application or allows later submission. Do not promise a completion date you cannot support.
HEC attestation, MOFA and foreign acceptance are separate checks

Pakistan’s MOFA document checklist identifies HEC as the prior attestation authority for university degrees and IBCC for school-board certificates. Whether you then need MOFA attestation, an apostille, consular legalisation or another verification depends on the destination and recipient.
Before sending originals anywhere, get the receiving institution’s exact document and delivery requirements. A request for an authenticated degree does not automatically mean posting your only original certificate.
There is a useful official example: LUT University in Finland tells Pakistani applicants using electronic verification to download the HEC e-Attestation Certificate and email it themselves. Its instructions treat older physical attestations separately.
That distinction matters if someone is still telling you that every foreign university needs the same sealed envelope.

Mistakes that create avoidable document work
- Treating an old courier checklist as today’s process. Confirm that the instructions describe e-attestation before arranging travel or dispatching originals.
- Using an ordinary completion letter as a provisional certificate. Check who issued it and what document type the portal accepts.
- “Fixing” a name inside a PDF. Get the issuing institution to correct the record. Keep its correspondence with the replacement document.
- Compressing a scan until the seal disappears. Reopen the uploaded version and zoom into the faintest text.
- Paying for every document out of panic. Make a short recipient-to-document list before selecting paid services.
- Assuming an agent controls university verification. Ask what service you are buying. Do not hand over your account password just to obtain a fee estimate.
A useful HEC attestation checklist is a folder you can understand later: identity, academic records, supporting evidence, payment receipt and final certificate. Use descriptive filenames such as BS-Transcript-Complete.pdf, not scan-final-new.pdf.
